I have implemented Oracle iLearning for many clients and they all are very happy with it. It is a very powerful and highly scalable LMS that is very appropriate for delivering content from several hundred to potentially millions of users. It cost is reasonable but certainly not the cheapest around. You can get stated for as little as $3000 USD, but most clients spend $50K and up. Oracle and other companies also offers hosted services for iLearning as well if you do not want to maintain the system in-house.
iLearning is strictly an LMS and does not have content development tools which I think is a good thing since you can develop content with any tool you like.
