Looking for a Network Manager that has some LMS knowledge

I am having a hard time finding someone that has a strong networking background(Desktop support, LAN/WAN, Security, disaster planning, trobleshoot etc. that also has knowledge of LMS. I need a hands Information Systems Manager/Network Manger that also know LMS. Does this not exist?
